Government schemes for startups

Funding and credit support for DPIIT-recognised startups, with the current status of each scheme.

Startup schemes mostly work through intermediaries: venture funds, incubators and banks. DPIIT recognition and Udyam registration are the usual first steps.

Fund of Funds for Startups (FFS)

What it offers
The government invests through SEBI-registered Alternative Investment Funds, which invest in startups. Over ₹7,000 crore had gone to more than 135 AIFs by the end of FY 2025-26. Startup India Fund of Funds 2.0 has been notified with a ₹10,000 crore corpus.
Who it is for
Startups raising equity from venture funds (you approach the funds, not the government).

Credit Guarantee Scheme for Startups (CGSS)

What it offers
Guarantees on loans to recognised startups. In FY 2025-26 the cover per borrower went up from ₹10 crore to ₹20 crore, with higher guarantee cover and lower fees for lenders in identified sectors.
Who it is for
DPIIT-recognised startups borrowing from eligible lenders.

Startup India Seed Fund Scheme (SISFS)

Status: The corpus is fully committed. Check the portal before applying; new funding may not be available.

What it offers
Seed support through selected incubators. 219 incubators were selected and the entire ₹945 crore corpus has been committed. The scheme was extended so that approved funding can be disbursed.
Who it is for
Early-stage startups via incubators.

Selling to government on GeM

What it offers
Startups can sell to government buyers on GeM. Over 38,600 startups have been onboarded; orders worth over ₹19,190 crore went to startups in FY 2025-26.
Who it is for
Startups with a product or service government buyers need.

Gujarat Industrial Policy 2026: startup support

What it offers
Sustenance allowance of ₹25,000 a month for a year (₹30,000 with a woman co-founder), seed support up to ₹30 lakh (up to ₹50 lakh in total in some cases), an extra 1% interest subsidy, acceleration programme support up to ₹5 lakh.
Who it is for
Startups in Gujarat, through the Gujarat Startup Cell at the Industries Commissioner's office.

CGTMSE for startups registered as MSEs

What it offers
A startup that is a micro or small enterprise can also borrow under CGTMSE without collateral, up to the ₹10 crore ceiling.
Who it is for
Micro and small startups with Udyam registration.
